Responsibilities

The following section briefly outlines the responsibilities of staff of the Registrar’s Office.

Dr David Roberts, Secretary & Registrar

The Registrar is the University’s senior administrative member of staff. He is a member of the Executive, which is the University’s senior management team. He chairs the following Task Groups:

  • Human Resources
  • Legal Compliance
  • Risk Management
  • Student Services
  • Students Union
  • Safety
  • Careers & Employment

Also Chair of the Framework Agreement Steering Group, the Degree Ceremony Organising Group, the Alumni Advisory Board, the Student Hardship Committee, and the Aberystwyth-Bangor Research & Enterprise Support Board, the North Wales Reaching Wider Partnership, and the Arts & Innovation Centre External Stakeholders' Group.

The Registrar is Secretary to the Council, Court, Audit & Risk Committee, Strategy Committee, Council Nominations Committee, and Honorary Fellowships Committee. He is a member of a number of other Task Groups, and of the three consultative fora established by the University : the Staff Forum, Student Forum and Campus Unions Forum.

The Registrar is also responsible for Public Lectures, VIP visits and related institutional events.

Mr David Fordham, Deputy Registrar

David Fordham is responsible for assisting and deputising for the Registrar across a number of functions. His responsibilities include :

  • Legal compliance
  • Health & Safety
  • Ethics
  • Risk Management
  • Emergency Planning
  • Policy Development
  • Aspects of Community relations and internal relations

David is the University’s :

  • Nominated Officer for Subsidiary Companies
  • Emergency Planning Co-ordinator
  • Child Protection Co-ordinator

David has line management responsibility for the Assistant Registrar, Gwenan Hine and the head of Health & Safety Services, Gareth Wynn Jones.

David is also Acting Academic Registrar (see Academic Registry web site for functions and responsibilities).

Mrs Ruth Goggin, Senior Assistant Registrar

Ruth Goggin is responsible for administrative support and preparations for institutional review and Degree-Awarding Powers processes and is responsible for the management of internal quality audits of service departments; she liaises with the QAA; other responsibilities include :

  • support for various aspects of governance (including Audit & Risk Committee, briefing and training of Council members, review of the effectiveness of the Council)
  • dealing with general complaints
  • co-ordinating and managing the organisation of the Degree Ceremonies
  • student disciplinary issues
  • liaison with the Students’ Union, including acting as Secretary of the SU Management Liaison Group. The General Manager of the Students’ Union is accountable to Ruth Goggin.

Mrs Gwenan Hine, Senior Assistant Registrar

Gwenan Hine is responsible for administrative support in the area of legal compliance, risk and emergency management and ethics. In particular she deals with legislation relating to data protection, freedom of information, environmental information, human rights, copyright, human tissue use, drugs precursors and misue of drugs; other responsibilities include:

  • Co-ordinating ethical issues including acting as Secretary to the Ethics Committee and the Ethical Review Committee
  • Secretary to the Legal Compliance Task Group
  • Data Protection and Freedom of Information Officer
  • Emergency Incident Manager and Co-ordinating and managing the requirements of the Risk Management and Emergency Management policies and procedures, including acting as Secretary to the Risk Management Task Group and the Emergency Planning Group
  • Managing the University's records management function and University Records Centre
  • Child Protection Officer and Co-ordinating and managing the requirements of the University's "Child Protection Policy " and secretary to the Vulnerable People Group
  • Co-ordinating the University's Licences Register.
  • Human Tissue Act Licence Holder and Chair of the Human Tissue Act Liaison Group

Mrs Dawn-Marie Owen

Dawn-Marie Owen is the Registrar’s PA, but also provides secretarial and administrative support to other members of the Office. Responsibilities include the management of all communications in and out of the Office, all meetings and appointments, all papers relating to committees and Task Groups involving the Registrar, background research on specific issues that arise, the University flag and general enquiries.

Mrs Lynne Hughes

Lynne Hughes is PA to the Deputy Registrar, but also provides secretarial and administrative support to other members of the Office. Responsibilities include the management of all communications in and out of the Office, all meetings and appointments and for preparing papers for all committees and Task Groups involving the Deputy Registrar, political visits and special events, Registry accounts, police liaison, and Public Lectures.
