Dr Pedro Telles joined Bangor Law School in January 2011 as a Lecturer in Law and a specialist in public procurement. Pedro has previously worked as a lawyer in Portugal and Spain advising public and private clients in public procurement and commercial practice between 2003 and 2007.
Pedro undertook his Ph.D in the University of Nottingham under supervision of Professors Sue Arrowsmith and David Fraser. He examined the implementation of the competitive dialogue procedure in Portugal and Spain, adopting empirical research methods imported from social sciences to complement the traditional legal analysis. This mixed method approach is explained through the fact he wanted to investigate the law in action and associated practice. His doctoral research was sponsored by the Public Procurement Research Group. The findings of his Ph.D. are to be published in 2011 as part of an edited book on the implementation of competitive dialogue in various EU member States.
His research interests remain rooted in public procurement law and policy, with a particular interest in practical issues raised in the day to day application of public procurement rules. He remains interested in applying socio-legal research methods to his field of choice. Pedro is available to supervise postgraduate research projects in the area of public procurement.
