Overview

I am a conservation scientist interested in conservation impact evaluation (using quasi-experimental approaches, experimental approaches and participatory impact evaluation) and the impacts of conservation interventions (including biodiversity offsets, Payments for Ecosystem Services, community forest management, and protected areas). I have a particular focus on the social dimensions of conservation and I greatly enjoy working with people, methods and approaches from across disciplinary divides.

I have a strong interest in Madagascar where I have worked, with many Malagasy colleagues, for 20 years on issues around conservation and development.

I am the director of the Sêr Cymru Low Carbon Energy and Environment Research Network Wales.

I am chair of the College of Engineering and Environmental Science Research Ethics Committee at Bangor University.

I am currently the Prince Bernhard Chair in International Nature Conservation at Utrecht University. The Prince Bernhard Chair (funded by WWF-The Netherlands) is appointed for a term of five years. The purpose of the Chair is to serve international nature conservation through strengthening the link between conservation science and practice, while opening new avenues for multidisciplinary approaches. Teaching and Supervision

I teach the modules DXX1002: Environmental Management and Conservation, Conservation Science, DXX3304: Tropical Conservation Management (Uganda field course); DXX3510/11 Advances in Conservation

Research Interests

I am PI of 'Conservation Agreements in the Comores: Evidence-informed forest conservation and restoration for people and biodiversity' (funded by the Darwin Initiative Innovation fund). This project is in collaboration with the Comorian conservation NGO Dahari.

I am PI of the Forest4Climate&People project which is funded by the CLARE programme (UKAid). The aim is to ensure forest carbon programmes are more effective (can lock up more carbon) and pro-poor (contribute to poverty alleviation and avoid avoid negative impacts). 

I am PI of the GCRF-funded project 'The perfect invader? Exploring impacts on human health from a rapidly invading crustacean in one of the world’s poorest countries'.

I am director of the Sêr Cymru National Research Network for Low Carbon, Energy and Environment. We work with the Welsh Government and partner universities to support Wales’ world-leading research in low carbon energy, nature-based solutions to environmental challenges, the bioeconomy, and sustainable food production.

I was a co-I of the Nature4SDGs project which was funded by NERC and research councils in Sweden and India. We used multiple existing datasets to explore the relationship between nature and wellbeing, and how this varies for different people in varied parts of the Global South.

I was the PI of the p4ges project (can paying 4 global ecosytstem services reduce poverty?). Our central research question was: Can capturing global benefits from ecosystems (specifically carbon sequestration/storage and biodiversity) reduce poverty in low income countries, given bio-physical, economic and political realities? Our aim was to influence the development and implementation of international ecosystem service payment schemes such as REDD+ in the interests of poverty alleviation.

I was PI of The Leverhulme Trust and Natural Environment Research Council (NERC)-funded research project: "Can payment for ecosystem services deliver environmental and livelihood benefits?" The project was a three-year-long series of investigations in collaboration with local NGO partners in Bolivia and Madagascar. Our aim was to provide research to inform the development and implementation of ecosystem service payment schemes as well as other incentive-based approaches so as to maximise their potential in contributing to environmental conservation and improving the welfare of local people.

Postgraduate Project Opportunities

I have supervised 10 PhDs to completion. These students worked on a range of topics from REDD+ implementation in Indonesia, to evaluating the impacts of conservation interventions in Madagascar and Bolivia. They were funded by a variety of sources including NERC, the Leverhulme Trust, the EU Erasmus Mundus programme known as FONASO, and Bangor University. I don't currently have funding for PhD projects but if you identify a potential funding source I would be delighted to help suitable students develop their proposal. I am interested in supervising projects on conservation effectiveness, forest conservation, interactions between local people (especially on the forest frontier) and conservation, community forest management, links between business and biodiversity (especially the mitigation hierarchy and biodiversity offsets).   • Revealed: more than 90% of rainforest carbon offsets by biggest provider are worthless, analysis shows

    A large scale investigation led by the Guardian references a highly significant research project with Bangor involvement.

    The piece quotes research that shows that 90% of rainforest offset credits do not represent genuine carbon reduction.

    Julia Jones is quoted in the piece: [...] said the world was at a crossroads when it came to protecting tropical forests and must urgently correct the system for measuring emission reductions if carbon markets are to be scaled up.

    “It’s really not rocket science,” she said. “We are at an absolutely critical place for the future of tropical forests. If we don’t learn from the failures of the last decade or so, then there’s a very large risk that investors, private individuals and others will move away from any kind of willingness to pay to avoid tropical deforestation and that would be a disaster.

    “As someone who sits outside of the kind of cut and thrust of the wild west that is the carbon markets, I need to believe it can be made to work because money is needed to fund the emissions reductions from forest conservation.”

    Session description:

    “Ambitious commitments to decarbonize economies for the sake of the planet, and all our futures, require rapid changes to our whole energy system. How energy is produced, stored, transported and used all need to change if there is to be any hope of meeting net zero.

    This session will showcase a range of new technologies being developed in Wales; from using nuclear reactors for more than just power, to reducing energy waste throughout our water system, or innovations in tidal energy to recovering rarer materials for use in batteries. It will also look at how researchers can work across different disciplines; for example engineers working with biologists to minimize the impact of renewable power on wildlife.”

    Description

    This is the website for The Leverhulme Trust and Natural Environment Research Council (NERC)-funded research project: "Can payment for ecosystem services deliver environmental and livelihood benefits?"

    The project is a three-year-long series of investigations hosted at the School of Environment, Natural Resources and Geography, Bangor University, in collaboration with local NGO partners in Bolivia and Madagascar. Our aim is to provide research to inform the development and implementation of ecosystem service payment schemes as well as other incentive-based approaches so as to maximise their potential in contributing to environmental conservation and improving the welfare of local people.

    Our research is based on two case studies, in Bolivia and Madagascar.

    Description

    There has been a recent explosion of interest in market mechanisms to capture global ecosystem service values. An argument in their favour is that they can, in principle, benefit the poor by increasing the value of their resources. However, the effect on poverty is not easily predicted and depends on a) the structure and distribution of payments (how and when payments are made, and to whom) and b) how land-use changes driven by the payments influence the supply of locally important ecosystem services and livelihood options to poor people.

    Our central research question...

    How can international ecosystem service payment schemes (specifically for carbon sequestration/storage and biodiversity conservation) most effectively reduce poverty in low income countries, given bio-physical, economic and political realities?

    This question is of vital importance as there have been few, if any, detailed multi-dimensional assessments of either existing programmes or the conditions needed for optimal programme design. We focus on a single ecosystem (tropical forest) in a single low income country (Madagascar) to achieve a uniquely complete analysis. Links to global structures involved in developing international payment for ecosystem services schemes (PES) ensure the results will be influential more widely.

    Major land-use changes which international payments are incentivizing include: reduced deforestation, targeted restoration or reforestation (through fire and grazing management or replanting) and changes in rules, or enforcement of rules, governing access to harvesting wild products. Welfare impacts on the poor will be different under these different approaches, and they vary in their potential for producing global benefits.
