We will publish a set of bilingual national guidance documents for teachers, school leaders, and local authorities on four key topics where schools in Wales would benefit from clear and consistent support.
These guidance materials are also being developed to be bilingual and context-sensitive, so that they meaningfully reflect the specific features of Welsh- and English-medium literacy teaching and learning.
The guidance topics are:
- Phonics
- Whole-school approaches to literacy
- Writing
- Assessment
These documents are being co-produced by researchers and teachers to provide objective, evidence-informed guidance and practical resources for schools. They will be aligned with the Welsh Government Literacy Expert Panel’s Principles for teaching language and literacy in Wales and with the Curriculum for Wales and will be extensively peer reviewed by international experts and system partners.
They will be available via the CAL:ON Cymru website and Hwb. The first guidance document on Phonics will be available in Summer 2026.
