- Evidence-informed literacy programmes and interventions, developed and tested through national research.
- Professional Learning (PL) for teachers, literacy coordinators, and school leaders, focused on reading science, language development, inclusive literacy practices, and effective teaching methods.
- Digital assessment tools including LanguageScreen, ReadingScreen, and ComprehensionScreen to identify pupils at risk and track progress across the full range of ability.
- Ongoing support and collaboration through the national CAL:ON Literacy Hub on Hwb, with access to resources, exemplars, and networks.
All of the resources cited above are available in Welsh and in English.
All schools have the opportunity to access materials during our trial phase. Once the trials are complete, there will be a national rollout of materials developed by CAL:ON Cymru. These include:
OxEd whole class programme: A Reception–Year 1 oral language programme improving vocabulary, listening comprehension, and narrative skills.
- RILL : For Years 3–4, RILL provides a structured approach to literacy including oral language, reading, and phonics-based reading intervention using Systematic Synthetic Phonics (SSP) principles.
- RILL whole class programme: For Years 3-4, RILL whole class is designed to improve decoding, fluency, reading comprehension, and confidence for all readers in a classroom setting.
- Read to Learn: A secondary-level programme supporting struggling readers through targeted decoding, vocabulary, fluency, and comprehension work.

All literacy programmes and assessments will be available across Wales in Summer 2027. Regular updates will be posted on this website and on our social media profiles.
We are building a national network of schools committed to improving literacy outcomes for all learners.
A small financial contribution (~£500 for the first 240 schools to sign up) will be made to schools who engage in the CAL:ON support programme this year.
